The 2027 carrier mandate
Build the working habit before reporting becomes mandatory.
Digital Waste Tracking is being introduced in phases. The first mandatory phase concerns receipt reporting by permitted and licensed receiving sites. Defra’s published timetable places waste collectors—including carriers, brokers and dealers—in Phase 2, with mandatory use from October 2027.
Carrier is being developed around that later workflow. The sensible preparation is not to claim that the future service is already live; it is to create reliable customer, site and movement records now, then enable the relevant submission route in line with the official rollout.

Who is Carrier for?
Waste carriers, brokers and dealers that need a practical movement record away from a fixed yard or office. It is especially relevant where job information currently arrives through paper notes, photographs, calls and messages.
What changes in October 2027?
Defra’s current timetable places mandatory Phase 2 reporting for waste collectors—including carriers, brokers and dealers—in October 2027. Final duties and service operation must be checked against the latest official guidance.
Does Carrier submit directly to Defra now?
Carrier is being built for Phase 2. Defra submission will be enabled in line with the relevant service rollout and confirmed scope. It should not be confused with the current receipt-of-waste service for permitted receiving sites.
Can I create waste transfer documentation?
Carrier is designed to prepare waste transfer documentation from the customer and movement information already captured, avoiding a separate document-building job afterwards.
Can it check registrations?
The planned Carrier workflow includes VRN verification and waste-carrier registration lookup. Availability depends on the connected service and product release in use.
Can I prepare an invoice?
Yes. The commercial follow-up can use the customer, service and movement information captured on the job. The exact accounts or export route depends on the agreed scope.
How is information protected?
Merlinium uses secure cloud hosting, multi-factor authentication and daily backups. The product and implementation scope defines users, access and data-handling arrangements.
