The 2027 carrier mandate
Digital Waste Tracking is being introduced in phases. The first mandatory phase concerns receipt reporting by permitted and licensed receiving sites. Defra’s published timetable places waste collectors—including carriers, brokers and dealers—in Phase 2, with mandatory use from October 2027.
Carrier is being developed around that later workflow. The sensible preparation is not to claim that the future service is already live; it is to create reliable customer, site and movement records now, then enable the relevant submission route in line with the official rollout.
